Issue with .dll file when installing Application on different computer

Hello,

I am having trouble installing my Visual Basic 2013 application running .NET Framework 4.5 on a different computer. The problem has to do with the .dll file I am using but I cannot figure out what's wrong. I have checked the files in the computer other computer to make sure the file was downloaded after publishing and all looks good. It runs perfectly fine on my computer but not the one I need it on. I've attached the error message below for reference.
