Multi Language VB6 Application

Hi gurus,

I am looking for multi language maybe VB6 Add-in which can make pack/localization/dictionary for application.

I google this :

But anyone can maybe have "free" way to do simple or easier way ?
Better if not separate files (*.dic or etc) since missing just one file might make the application won't work well
